Message from Councilmember Pete Constant
I don't know about you, but for me, the summer has seemed to fly by. Before we know it, our kids will be back in school.
It is with a heavy heart that I have to report to you that I have decided to cancel the 9th Annual District 1 Festival in the Park. I want to thank the District 1 Leadership Group for their planning efforts and willingness to help with this year's festival. I was looking forward to celebrating with them and with all of the District 1 residents that have made the festival a hallmark District 1 community event. Unfortunately, our City's continued budget deficits coupled with sobering news from Sacramento has given us little to celebrate this year and we must face the fact that we'll need to further tighten our belts. I have been very clear that I believe the City of San José must concentrate on providing essential City services in difficult economic times. The festival is a great event, but the fact of the matter is that it is not an essential city service and we must all sacrifice a little to get through this continuing budget crisis.
I have also continually emphasized the importance of civic engagement -- now more than ever we must be able rely on residents stepping up and participating in their communities. The Calabazas Branch Library will be closing for renovations on August 15. The Library will be hosting closing day festivities from 11 a.m. to 5:00 p.m. There will be plenty of music, story times and activities for children. During this closure, I encourage library patrons to visit the nearby West Valley Branch Library. I know that this may be inconvenient for residents living near the Calabazas Library, but when the new library is unveiled in early 2011, I think that you'll find it worth the wait.
The former Century 25 dome movie theater at the corner of Prospect Rd. and Saratoga Ave. is taking on a new life. "The Retro Dome" will become San José's newest performing arts venue and will feature retro films, musical theater, live music and comedy. Groups will also be able to rent the dome for private parties. The grand opening of the Retro Dome will be on Friday, September 4, and will feature an opening night performance of "Schoolhouse Rock Live!" I, as well as my staff, have the honor of being guest performers during this inaugural performance, so if you want a good laugh, I invite you to attend this show. Tomorrow, August 4, is National Night Out 2009. Communities across the country will be hosting events in observance of this special evening and here in District 1, many great events have been planned by our neighborhood associations. I encourage you to turn on your porch lights, come outside and spend an evening getting to know your neighbors.

Budget Woes Prompt Cancellation of 9th Annual Festival in the Park
You have no doubt seen the news coverage of the prolonged State budget saga and that the legislature's "solution" is to once again balance the State budget on the backs of local governments. The State is likely to take $20 million from the City of San José and $62 million from the Redevelopment Agency this year alone. This raid on City funds comes as we have just closed an $84.2 million budget deficit for this fiscal year (FY09-10) by cutting spending through salary freezes, layoffs and service reductions. The economy is still in crisis with no sign of a short-term recovery and the projected City budget deficit for next year is close to $100 million.

A New & Improved Way for You to Help
There has been a longtime collaboration between the City, Police Department and concerned citizens in the fight against graffiti and tagging. Incidents of graffiti reported to the City by residents are logged and then follow-up is conducted by the SJPD Metro Unit’s Graffiti Team. The City also funds an Anti-Graffiti Program through the Parks, Recreation & Neighborhood Services (PRNS) department. The Anti-Graffiti program conducts volunteer trainings, coordinates and supervises Anti-Graffiti Clean-Up days and provides the necessary supplies to clean up graffiti, which is considered blight.

A Going Away Party for
Crime & Drugs
On Tuesday, August 4, from
6 - 10 p.m., communities across the country will be celebrating National Night Out 2009. In its 26th year, this annual event encourages residents to spend an evening outside getting to know their neighbors and local police officers.
National Night Out is intended to heighten crime and drug awareness; generate support for, and participation in, local anti-crime efforts; strengthen neighborhood spirit and community partnerships with police; and send a strong message to criminals that neighborhoods are organized and fighting back.

Flea Market Fundraiser
