Message from Councilmember Pete Constant
Well, Punxsutawney Phil saw his shadow, so that means our long winter will last another six weeks!
I can't believe that we're already into the second month of the year. The month of February is typically when we start preparing for the new budget cycle and planning for the next fiscal year. The economy seems to be the predominant theme for 2009 - both for the nation and the state. This will also be true for our city. Given our current economic climate and the severe challenges that we face, it will be crucial for us to find new ways to do more with less. We all will need to step up and be willing to get involved; to pitch-in in any way we can. Recently, District 1 leaders from various neighborhood associations did just that. Click here to read about how 12 leaders from 10 different District 1 neighborhood associations volunteered their time to provide valuable feedback on city priorities for the upcoming budget cycle.
During times of crisis and struggle, citizens look to their leaders for inspiration and innovation. I feel that it is important to lead by example. Because education is such an important issue to me, I strive to find new ways to support educational efforts. In trying to step up to find creative ways to enhance our children's educational experience, I have set a goal of bringing every District 1 third grader to City Hall to get a real-life lesson in government. I have committed some limited grant funds - that are restricted to specific uses such as education - to sponsor this innovative learning experience for our students. If you are looking for ways to get more involved or to make a difference, I encourage you to consider participating in the Envision San José 2040 Task Force and Community Workshop or becoming a member of a San José board or commission. Interested residents will have the opportunity to have their voices and opinions be heard by participating in a planning exercise along with Envision San José General Plan Update Task Force members, including Charles Lauer, Winchester NAC president, to identify strategies to plan for San José's growth. On a side note, Lynhaven Neighborhood Association is hosting a free E-Waste (electronic waste) recycling event on Saturday, March 7, from 9 a.m. to 3 p.m. at the International Christian Center located at 3275 Williams Rd. If you have old electronics that you have been wanting to get rid or don't know what to do with, click here to learn how you can take advantage of this free opportunity.

City of San José Prepares for Budget Cuts
In the last several of issues of this newsletter we have discussed the economy and its impact on our city's budget. Mayor Chuck Reed focused on these issues as well in his annual State of the City address at the Community Breakfast in January. The Mayor stated that, "By far the biggest problem we face in the coming year is the budget."

D1 Leaders Setting the Standard
All neighborhood associations in the City of San José were invited to participate in the City's 2009 Neighborhood Association Priority Setting Session on January 24th at City Hall. Due to the large number of attendees in previous years, only one representative from each neighborhood association was allowed to participate in the actual priority setting.

Councilmember Constant Creates Innovative Learning Experience in Local Government
Education is, and always has been, one of my top priorities; and now as a father of five young children, making sure they get the best possible education will always be at the forefront. California's educational system is currently ranked 46th in the nation, and with our nation and state's severe economic crisis, it doesn't look like things will be getting that much better anytime soon.

The "Neighbors in the Chambers" training series is a collaboration of the Neighborhood Development Center - Strong Neighborhoods Initiative, neighborhood leaders and the Office of the City Clerk aimed at assisting participants in developing tools to become more effective and informed advocates on behalf of their communities as well as helping participants become more comfortable in engaging city government by de-mystifying the policy making process.
"Neighbors in the Chambers" consists of three trainings: "From Idea to Action," led by the Office of the City Clerk, focuses on how an item arrives at council; "City Council Meeting 101," is a walkthrough of a council meeting led by the Neighborhood Development Center and Strong Neighborhoods Initiative; and "The Effective Advocate," led by our neighborhood leaders, which focuses on the development of effective advocacy models and fostering community engagement.
